Abstract By conducting a longitudinal case study on Myitsone, we have, in this study, explored the political risk formation mechanism of politically-sensitive overseas investment from the perspective of stakeholder’ behavior, and constructed an analytical framework based on the perspective of triple focus organization-non-supportive stakeholders. By the results of our study, we have discovered: the investment will not only be regarded as the political behavior of home country government and the host government but also be considered as the economic behavior of investment enterprise, which will, in turn, leads to the self-interested antagonistic behavior of the non-supportive stakeholders from the international-level, host social-level, enterprise or project-level, and then makes the investment face to the hostile political risk caused by the host country government behavior preference change, uncertainty political events, and de-legitimacy.
