Abstract Based on the three helix theory, the cultivating system of innovative talents is divided into three subsystems: universities, enterprises and research institutions. The relationship among these three subsystems and the boundaries of the subsystems are analyzed. The causality diagram of cultivating innovative talents by industry-university-research cooperation is developed, and then the system dynamics model of cultivating innovative talents is established. Taking Q University as an example, to validate the system dynamics model, and through the simulation analysis, we should pay more attention to the role of government, the rational allocation of elements and multiple channels to raise funds to promote the cultivation of innovative talents, which are the main driving factors and policy-making references.
