Abstract The evaluation index of PPP market maturity in China is established by analyzing “Evaluating the Environment for Public-Private Partnerships in Asia-Pacific: The 2014 Infrascope”. And the conceptual model including initial trust, contract term control, and market maturity is developed. Secondly, five PPP projects which can be clearly differentiated by market maturity are selected, and then initial trust and contract term control are measured through analyzing private sector information collected from multiple channels and contracts disclosed publicly by government. Finally, the influence mechanism of initial trust on contract term control and the effect of market maturity on its relationship are analyzed through the comparison and analysis of the cases. The main findings are as follows: ①the effect of market maturity on the relationship between initial trust and contract term control is significant; ②the overall situation of the project with high operating maturity is closer to the theoretical level of initial trust and contract term control than those with lower operating maturity; ③the overall situation of the project with higher local applicability is closer to the theoretical level of the initial trust and contract term control than those with lower local applicability.
