Abstract From the resource-based view and taking the internet environment as the core factor, we construct a model including internet environment, social capital and innovation, then use 2683 data samples from the Chinese Small and Micro Enterprises (CSMES) Survey to investigate the sole effect of internet environment and the moderation effect of internet environment on the relationship between social capital and innovation. The empirical results show that internet environment promotes small and micro enterprises’ innovation; internet environment has a positive moderate effect on the relationship between social capital of entrepreneur and small and micro enterprises’ innovation.
