Abstract  A Multi-case study based on five new ventures in Wulin Mountain region, a nation-level poverty-stricken area, is taken to explore the effect of the entrepreneur network on the organizational legitimacy. It is found that in the poverty-stricken area, (1) the entrepreneurs network mainly includes three dimensions, namely political connection, business connection, friends and relatives, among which the complementation and interaction constitutes a three-dimension multiplicity model of the entrepreneur network; (2) the entrepreneur network has a significant positive effect on acquisition of organizational legitimacy; (3) the entrepreneur network of a new venture contributes to forming inclusive business model; (4) formation of an inclusive business model contributes to the acquisition of organizational legitimacy. From a management perspective, the study illustrates in micro-level the mechanism of acquisition of organizational legitimacy for the new ventures in poverty-stricken area. While complementing the theoretical research on organizational legitimacy, it suggests a new thought for poverty relief practice in China.
