Abstract From a dual perspective of value co-creation, this study selected the case of innovative transformation from inward oriented small and medium-size manufacturing enterprises. Grounded theory was applied to sum up 3 stages, 9 elements and a key points of bottleneck in innovation breakthrough. The 3 stages and 9 elements are: Firstly, the identification phase of bottleneck innovation elements including innovation target, value sort and bottleneck factor; Secondly, the innovation scheme design phase elements including bottleneck target, bottleneck deep mining and solution; Thirdly, the bottleneck breakthrough innovation phase elements including resources integration, incentive policy, remove obstacles. Lastly, the consensus within the innovation team during this three phase is the key to successful innovation.
