Abstract This article notes that it is theoretically significant to associate organizational legitimacy activities and networking behaviors of TMT (Top Management Team) as a research focus as well as its relationship with organizational learning capacity. The TMT’s networking behaviors in organizational legitimacy are suggested to be simultaneously investigated by two sides, namely the network profile and legitimacy profile. TMT’s networking behaviors in organizational legitimacy are demonstrated to embody five types of network, which are the overall network, the network of gaining legitimacy, the network of maintaining legitimacy, the network of repairing legitimacy, and the overlapping of the latter three. Based on the network profile and the overall network, and the legitimacy profile and the other four types of network, respectively, the relationship between TMT’s networking behaviors in organizational legitimacy and organizational learning capacity is analyzed, and the corresponding theoretical framework is constructed.
