Abstract:Aim at the lack of organizational adaptability in Chinas enterprise projectized transformation process, this paper compares the organizational management environment between enterprises driven by project and those driven by planned production in three key factors level of organizational system, which are strategic, structure and planning and controlling system. Meanwhile, on the basis of the study on complex system characteristics, the authors present the principles of organizational management environment construction for the enterprises driven by project. And finally, it proposes the methods for establishing opening and dynamic strategy system, active structure and decentralized system, comprehensive planning and controlling system, twodimensional separated performance management system. It helps to adjust and reconstruct the organizational management environment.
