Abstract The article reviews the literature of the domain of capability management and proposes the concept of EGSC firstly. The EGSC measurement model is constructed and based on 860 samples and Exploratory Factor Analysis and with the Twostep Confirmatory Factor Analysis and Path Analysis methods, empirical study is made to test the model. The results show the model can measure those facts of the EGSC perfectly, and it is an efficient tool to measure and management Chinese EGSC.
