Based on current research on cluster governance and considering the particularity of aviation cluster, the paper analyzes the relationships between cluster initiative and cluster governance, constructs an analysis framework of aviation cluster governance, and advances the essential model of aviation cluster governance. Obviously such research has important implications for governments and other cluster bodies to participate in cluster governance and enhance the cluster’s innovation capabilities.
