In this paper, we focus on the CNS partnership program of the Ministry of Health and YS Company. And we analyze the successful factors of publicprivate partnerships (PPPs) in China. One purpose is to exploit how the government and private enterprises to learn from each other under the status of public utilities in China, find out the key success factors which promote the development of China’s public utilities. The other purpose is to analyze the partners’ exploitation and innovation by communication in the process of cooperation.
