On the basis of analysis of risk factors of overseas oil development and utilization, we build risk assessment model of overseas oil development and utilization by using fuzzy comprehensive evaluation method and sort the risk level by means of AHP (Analytic Hierarchy Process). Furthermore, the paper aims to select some typical countries or regions to evaluate risk of petroleum development and utilization. The results show that political risks is a very important risk factors affecting the overseas oil development and utilization and China has the greatest risk in the Middle East, followed by West Africa, North Africa and Russia.
