The information person’s increasing “free” desire raises the necessity to study the survival dependency of “Space Information” and “Time Information”. On the basis of time information and space information that “favorable objective conditions” and “land productivity” represent, the Shi Theory may efficiently interpret the value of “Chinese relation” to the Chinese management practice, just as the “currency of information dependent (i.e., rational economic person)” as the logical starting point of classical economics, “spatial information dependent” and “time information dependent” also will be the human nature assumption logical basis to the perfection of “Spatial Economics” and “Time Economics”. At the same time, the perfect combination of Rational Information Person’s “Spatial Information Dependency” and the Shi Scientific Theory provides the Valid path to Industry agglomeration and urban development management practices in China.
