Abstract How to manage high-tech enterprises in their initial stages was analyzed theoretically, and the reasons why to start up high-tech enterprises and formal and informal problems in management in the initial stages were brought forward. Through the statistical analysis, the three top success factors of hi-tech enterprises in the initial stages were given and the order of the key factors arranged. The five factors which lead to the failure of high-tech companies in the initial stages by the statistical analysis. Finally, the management systems of high-tech enterprises in their initial stages, their common characters, and corresponding principles were given.
