The intention of the community harmonization system for eco-industrial parks was interpreted, and its role in the development of eco-industrial parks in China was discussed. The framework for the construction of the community harmonization system was proposed from three aspects, including the policies support, education and propaganda and piloting public opinion. According to our construction of the parks, the measures to construct the community harmonization system were put forward.
