Information systems outsourcing project selection is one of the critical decision issues in the outsourcing activities. After analyzing the existing outsourcing project selection approaches, an outsourcing project selection decision method combined with both the advantages of analytic hierarchy process (AHP) and Preference Ranking Organization MeTHods for Enrichment Evaluations (PROMETHEE) is proposed. Taking management, strategy, technology, economics, quality and risk factors as evaluation criteria; AHP is used to analyze the structure of the Information systems outsourcing project selection problem and determine weights for the evaluation criteria of candidates; PROMETHEE is used for final candidates ranking. A numerical example is given to illustrate the validity of the proposed method.
