Western evaluation methodology being short of systematism and flexibility, the conception that projects should be evaluated under the direction of W-S-R methodology is proposed.  The conceptual model for the decisionmaking of project evaluation and the overall proves model for project evaluation were built, because W-S-R methodology suits the activity of project evaluation.   The overall process of project evaluation was also analyxed under the conduct of the idea of W-S-R.
