Outsourcing decision is a complicated system issue in outsourcing process. The paper identifies core activities from integrative view of economics and strategy by system analysis method,and presents that the characteristics of the core activities are collectiveness and uniqueness. Based on it,a system analysis decision model is developed for identifying the core activities by modifying ELECTREI method. A case study on manufacturing company is given to illustrate the availability of the proposed model.
