Enterprises have their advantages in western and eastern China. If their advantages are integrated, two regions' sustainable development can be ensured and win-win for coal enterprises can be realized.  The integration of the eastern and western coal enterprise resources can lead to  Pareto improve the local benefit.  If any of the enterprises' gained benefit is above the critical point, that is, when it is win-win or multi-win, the cooperation between the eastern and western coal enterprises can take place.  The obstacles from the existing coal assets management and marketing system, local policy and regulation and property right system during the integration process are analyzed.
