The positive externality of the mission will be taken into the development systems of the environment and electric energy.  The government regulation utility function was designed in coordinated development systems of the environment and electric energy, when the government was taken a rational man.  The optimal preferences of the government regulation utility at the coordinated development systems of the environment and electric energy in our western region during 1995-2005 were quantified.  On the condition of gradual improvement of the environmental laws and regulations, the best Government optimal preferences of the coal power production have declined, the best Government optimal preferences of emission have increased.
