Abstract The descriptions, analysis and definitions of management activities and fundamental doctrines which are related to those activities were sorted out, after reviewing the beginning and development of human management activities. It is held that there would be a generally applicable management theory in the filed of social sciences. Constructing this theory needs two essential conditions: (1) great attention should be paid to the characteristics of the generally applicable management theory as a social science and the fundamental laws of human beings' activities should be clarified when they begin to live together in groups and form organizations. (2) Through the development process of management theory, the descriptions, discussions, analyses and abstraction of human beings management activities should be cleared up in classical management writings.
