On the basis of identifying individual advantage characteristic of the regional scientific and technical capability, a analytic method of regional science and technology development pattern is proposed. From individual valueorientation in society system, two-dimension distance was use to identify individual's advantage characteristic from its favored point. Then, individuals were put up the hierarchical cluster and democracy proxy evaluation, and all patterns were analyzed.  Scientific and technical development patterns of 31 provincial regions in China in 2002-2004 were analyzed by this method and countermeasure of promoting regional science and technology development are proposed.
