After discussing the problems in the process of knowledge management, the corresponding countermeasures are given out. Some qualitative and quantitative techniques for carrying out the countermeasures are respectively proposed, including the techniques of quantitative modeling, optimization, evaluation, team decision making, network, graphics, selforganization, and distributed management etc.
