The paper forms innovation networks of industry cluster based on March's analytical framework of exploitation & exploration though simulation and compare their structure features. Theresearch result shows that cluster focusing on exploration has a short distance and highcohesion network while cluster paying emphasis on exploitation has a low density and morecomponents network.
