Abstract Based on social cognitive theory and policy process theory, this study investigates the determinants and mechanisms influencing enterprises’ willingness to apply for holistic enterprise-benefiting policies. The first study established the preliminary dimensions of the enterprise-benefiting policy application willingness scale through critical incident methodology. Subsequent exploratory and confirmatory factor analyses yielded four core factors comprising 8 dimensions and 25 measurement items. Building upon this framework, The second study employed hierarchical regression modeling to examine the mechanism through which policy affordance impacts application willingness. The results show that policy affordance positively predicts application willingness, policy awareness mediates the affordance-willingness relationship, policy accessibility and communication efficacy moderate the association between policy affordance and awareness.
