Abstract Using a sample of 30 provinces in China excluding Tibet, Hong Kong, Macao, and Taiwan, from 2011~2021, this study investigates the impact and mechanism of new infrastructure construction on regional innovation and entrepreneurship activity. It is found that the new infrastructure construction has a significant innovation and entrepreneurship promotion effect, which is more pronounced in manufacturing and services, in the information infrastructure and innovation infrastructure dimensions, and in regions with a lower quartile of market potential. From the perspective of action mechanism, except for the insignificant moderating effect of labour market integration, the integration of commodity and capital markets, and regional innovation linkages, all significantly strengthen the innovation and entrepreneurship promotion effect of new infrastructure construction. Further research also finds that the impact of new infrastructure construction on innovation and entrepreneurship activity has a threshold characteristic of “suppressing-facilitating-slowing”, and that some western regions are still in the inhibition stage.
