Abstract Based on the single longitudinal case research approach, this study takes WEI Haijun, chairman of Northeast Pharmaceutical Group Co., Ltd. as the research object, and to explore and analyze the management practice of WEI Haijun，we discuss the evolution path and the mechanism behind the management concept of “harmony and symbiosis”. Research findings show that the management concept can be realized through two ways of “combining morality and propriety” and “integrating righteousness and benefit”. The essence of promoting employees’vitality is to form the internal and external governance mechanism reconstruction by satisfying employees’emotional and cognitive vitality，to form the internal and external governance mechanism reconstruction, to stimulate the employees’ value and creativity, and achieve common prosperity of enterprises and employees. The findings provide theoretical support for clarifying the issue of employee vitality in the reform of state-owned enterprises, and have implications for the management practice of entrepreneurs to enhance employee vitality.
