Abstract In order to explore the influence mechanism of public emergency shelter perception on evacuation behavior, this study constructs a theoretical model based on behavioral geography theory, which contains five variables: risk perception, safety awareness, evacuation experience, emergency shelter perception and evacuation behavior. According to the valid sample data, the proposed model is empirically tested by the structural equation model. The results show that emergency shelter perception, risk perception and safety awareness have a significant positive impact on evacuation behavior. Risk perception and safety awareness have a partial mediation effect on evacuation behavior through emergency shelter perception. Evacuation experience has a significant moderating effect in the process of risk perception on evacuation behavior.
