Manufacturer’s Green Production Decision under Environmental Regulation and the Influence of Technology Learning Factors

Abstract  This paper introduces the theory of technology learning and establishes a two-stage game model to explore the impact of corporate green production decisions and technological learning factors on government decision-making under environmental regulation. The analytical results show that whether or not to consider technological learning factor will lead to differences in corporate decision-making under government environmental regulation, which in turn leads to differences in overall green production levels and government environmental regulation policies. Specifically, a reasonable level of government environmental regulation can effectively improve the overall level of green production. However, without considering the impact of technological learning factors, the positive effect of current green production on late-stage profits is neglected, resulting in the manufacturer’s short-sighted decision-making and insufficient green production. When considering the influence of technological learning factor, the manufacturer prefers to maximize long-term profits by increasing green production inputs.
