Abstract This research explores enterprise cluster innovation in China under the background of mass entrepreneurship and innovation. Based on the case of Royalstar group, we decompose and analyze the construction, implementation process, characteristics, mechanism and (dis)advantages of enterprise cluster innovation. Results find that it causes innovation strategies and adaptation to both internal and external subject relationships. Enterprises can boost innovation ability and promote transformation and upgrading through project responsibility system and partnership.
