Abstract This paper disassembles the fixed transportation cost from the perspective of logistics Courier service company and formulates a shipment consolidation model for fresh products based on Quantity-based policy by considering random distribution service demand, limited vehicle capacity and product freshness requirement of customers to decide the optimal accumulated quantity making the average expected cost minimized. By analyzing this model, the inherent laws of the consolidation penalty cost, the transportation cost, the average consolidation penalty cost and the average transportation cost with consolidation quantity are investigated. And the algorithm to solve this model is developed. Lastly, a lot of numerical experiments are conducted to pointe out the condition that the shipment consolidation policy should be applied and the relationships of demand, product, cost and hardware capacity of logistics courier service company and consolidation quantity, number of vehicles, operating costs and customer service level.
