Abstract This study calculates the green innovation capacity from 2003 to 2013 using the global SBM directional distance function and global Malmquist-Luenberger (GML) productivity index and analyzes its spatial-temporal evolution rule and convergence. The results indicate that China’s green innovation GML index shows a rise in general, and technological progress is the key factor affecting the green innovation capacity. From the view of spatial-temporal evolution, China’s green innovation capacity shows a regular wave of convergence, differentiation, and convergence. China’s green innovation has σ convergence and β convergence, which has positive market effect, regulation effect and support effect, negative structure effect and open effect as well. In order to promote China’s and regional green innovation capacity, strategies such as actively cultivating technology trading market, guiding the industrial upgrading, improving environmental regulations and committing the scientific research funds should be taken. In addition, it is encouraged to scientifically distribute the foreign business and investment, and to restrict access of those high polluted and high energy consumed industries.
