Analysis of the International Science and Technology Cooperation Networks under the Frameworks of Inter-Government Cooperation Protocols——A Study Based on the Reports in the National Science and Technology Service System of China

Abstract  In a series of S&T cooperation approaches, joint research and development projects under the frameworks of Inter-government cooperation protocols are widely implemented. On the basis of the data and content of the result reports for International S&T Cooperation Program of China in the National Science and technology report service system, social network analysis is employed to explore the structural characteristics and the relations of actors of the bilateral and multilateral inter-government International S&T Cooperation Network as well as four sub-nets generated from the complete network, which are Sino-US,Sino-European countries,China- BRICS and China-Belt-and-Road-countries cooperation nets. The position and role of key actors are evaluated. And the key actors are selected out from the network. Qualitative and quantitative studies indicate five key points. I. Joint research and development project is mutually beneficial and a kind of win-win cooperation. II. Countries with high levels of economic development and strong innovation capability usually occupy dominant positions in the network. III. China should maintain the cooperative relations with the United States and European countries and strengthen cooperation with other partners. IV. Personnel exchanges and joint-research are the main cooperation-approaches. V. Universities and research institutions with large-scale are usually in dominant positions.
