Abstract Basing on resource base view (RBV), relation view and legitimacy view, we explore the impact factors on SMEs’ innovation resource acquisition, and conduct an empirical research using the data from 777 SEMs. The study shows that: ① Managerial business ties and product quality certification are conductive to increasing SMEs’ opportunity to obtain innovation cooperation; ② Innovation cooperation, for SMEs, has a positive impact on the innovation performance, and mediates the relation between managerial business ties and innovation performance;③ Product quality certification moderates the relation between managerial business ties and innovation cooperation negatively.
