Abstract The open innovation of industrial clusters is the interaction between industrial clusters and external knowledge sources, which is embodied in the interaction with downstream users, upstream suppliers, core competitive enterprises, complementary enterprises, government departments, universities and scientific research institutions, knowledge intermediaries and venture capital institutions and so on. By collecting data with questionnaires, this study uses structural equation models to validate the relationship between open innovation and industrial cluster innovation performance. The empirical results show that it can improve the innovation performance by strengthening the internal and external vertical cooperation, internal and external horizontal cooperation, internal and external cooperation of government-industry-university-institute, cooperation between internal and external public service platform. And the boundary interactive learning ability plays an important role in the interactive process. According to the conclusion of the research, the countermeasures are put forward from the perspective of enterprise and government.
