Abstract Opportunity creation has a more prominent value creation potential for entrepreneurial ventures, and it originates in subjective creation, but there is no reasonable explanation for “how do some companies create opportunities”. Through an longitudinal study of three ventures, we examine how entrepreneurial ventures create opportunities based on strategic choice and opportunity-resource integration exploitation behavior in China’s transition economy. The central contribution is a framework of how successful entrepreneurial firms attempt to realize the evolution from opportunity discovery to opportunity creation using three strategies: leveraging momentum, designing momentum, and building momentum; meanwhile, we propose that the opportunity-resource integration behavior is different in the exploitation process with different opportunities. Overall, we reveal how entrepreneurial ventures create opportunities from a strategic perspective.
