Evaluation on Provincial Green Innovation Capability: Based on Index Screening Model of Collinearity-Coefficient of Variation

Abstract  By defining the regional green innovation capability (RGIC) and putting forward the primary index system of evaluating the RGIC, a systematical index system of evaluating the RGIC was established after using the screening model of collinearity-coefficient of variation, and an evaluating model was built. Finally, an empirical study of 31 provinces in China was conducted. The results showed, 1) the index system of evaluating the RGIC based on the screening model of collinearity-coefficient of variation is feasible, in which the information contribution rate is 99.74%. 2) The index system of evaluating the RGIC is consisted of innovation input, innovation output and green development. 3)The characteristics of RGIC in China were unbalance and relatively low. 31 provinces were classified into five categories by clustering analysis, in which Beijing, Shanghai and Guangdong located on top three and Hebei, Henan and Guizhou ranked as bottom three respectively, on the basis of the total score of RGIC.
