Abstract Based on the modified Michael porter’s diamond model, an evaluation system is proposed to measure the level of manufacturing quality. In this study, the annual data of 14 typical countries or districts from 2008 to 2012 are used to evaluate the quality level of competitiveness by factor analysis method. The result shows that: China’s manufacturing quality competitiveness ranked 10th in the 14 countries or districts, the overall level was very low and not very balanced, which mainly reflected the lower quality of skilled workers. The subjective evaluation score was low, which mainly reflected the lower quality of products and brand value. Even so, China’s quality competitiveness showed an increasing trend year by year. Therefore, we propose three proposals: first, we should develop vocational and technical education to improve the labor quality level. Second, we should guide and support the manufacturing enterprises to obtain competitive international market access certification to enhance China-made brand image. And we also should provide market-oriented quality service to support the quality improvement in manufacturing industry.
