Abstract From the view of process of emergency material supply management, the study prospectively analyzed and screened out key effective factors for the key process linkage through refining the evaluation indexs, and then established emergency material supply capacity evaluation index system. Then the Analytic Network Process (ANP) based evaluation model was designed and the method of getting the weight of every parameter was proposed. The emergency material supplying capacity evaluation method system were finally established which has the characteristic of versatility. At last, the case study of Shaanxi Provincial Government emergency resources supplying capability evaluation has been conducted. Through empirical research and experimental analysis, managerial implications have been provided.
