Abstract Based on the analysis of the theoretical basis and behavior of user innovation, this study constructed an evolutionary game model of user innovation and analyzed the stability of both sides' strategies in this mode; then simulated and discussed a case of virtual data by system dynamics, and analyzed both subjects' strategies deeply and put forward several strategies for promoting user innovation. According to the results, it is concluded that firms need to support users in user innovation because user's inside motivation is limited; strategic choices of firms and users are interactive, and one subject will involve in innovation as soon as another subject takes part in gradually; external stimulation from government has significant impact on the popularization and development of user innovation.
