Abstract Based on the existing literature, starting from the connotation of the quality, an unified theoretical logic between ‘quality and ‘competitiveness is built. Based on this logic, ‘Diamond Model’ is selected to be the basis of manufacturing quality competitiveness evaluation system. The fit between ‘Diamond Model’ and the connotation of the quality is found. A quality competitiveness model and index system of six dimensions are built, which includes quality factor, quality requirements, related industry support, industry structure and competitive, and government quality supervision and regional development opportunity and so on. Evaluation model reflecting the essential connotation of “quality” and the core status, makes up for the inadequacy of existing evaluation idea and method.
