Abstract This study proposes the evaluation index system, considering the labor input, the capital input, the land and other natural resources input, the economic efficiency output and the environmental efficiency output. The sequential Date envelopment analysis (SDEA) is used to identify the sequential efficiency frontiers and classify the decision making units into different exploitation efficiency level groups. Finally, the applicability of the evaluation index system and the feasibility of the proposed SDEA method are illustrated by an application case of evaluating the exploitation efficiency of iron ore exploitation of the counties in Hebei province.
