Abstract In economics, the empirical theory is considered to be a kind of “science”, the normative theory a kind of “art”. Positive management theory explains and forecasts the phenomenon of management and answers the management scientific questions. Normative management theory is solution to achieving goals and answers the real management problem. Because the normative theory must select a feasible solution in variety of complex conditions, in many cases, it forces people to abandon the “scientific method”. The management framework is fragmented and cannot be directly used to solve the practical problems of management if there is only positive theory. So the normative theory has the value of its independent existence. Chinese management practice requires a normative theory. Positive research explores the universal law; therefore, positive research never produces local Chinese indigenous management theory.
