Abstract There is close relationship between R&D investment and regional economic growthefficiency. This paper constructs a twostage IndustryUniversityResearch inputoutput chain model including production stage and application stage of technology. According to the regional panel data of China, we verify the theoretical assumptions of this model by SEM, and measure the regional inputoutput efficiency of IndustryUniversityResearch investment. Based on the results of assessment, the regions can be classified into different ranks. Finally we draw conclusion and make certain policy suggestions.
