Abstract  Based on the social network perspective of multi-agent interaction in an open innovation platform and transaction cost theory, this study discusses negative network effects caused by platform openness. This study constructs a model to examine the influence of the platform access control on tacit knowledge spillovers, empirically explores the mechanism of multi-agent interaction structure and relationship characteristics in it, as well as two relation governance measures. 451 valid samples were collected from the questionnaires of employees and external users on the platform. The results show that when the platform releases its access control, internal tacit knowledge spillovers increase, mediated by the perception decentralization structural and the role ambiguity of participants. At the same time, the fairer procedures and the more socially responsible behaviors of the platform will weaken these positive impact.
