Abstract In order to explore the supply chain recovery mechanism under sudden public health events, this study takes the government’s policy on resumption of work in the epidemic as the data, uses a grounded theory method to identify the key influencing factors and the characteristics of the situational characteristics, and builds a theoretical framework of the interaction between government policies and enterprise about resumption of work. The results show that: It is necessary to carry out overall recovery from the perspective of the whole situation to promote comprehensive awakening of the supply chain; Distribution and step-by-step wake-ups can be used to achieve full supply chain recovery. On the basis of overall planning, a variety of factors can be comprehensively considered to identify and awaken key enterprises, and gradually awaken the entire supply chain through the key enterprises. The advantage of this model is that it can ensure the dynamics of the supply chain recovery process to adapt to changing epidemics.
