Abstract Data were collected from companies in Qinhuangdao.Our sample consisted of 418 employees and 113 supervisors. We use regression analysis to test our hypotheses. The mediating test shows that transformational leadership has a positive influence on psychological empowerment and organizational citizenship behavior. It also shows that followers’ psychological empowerment acts as a mediator between transformational leadership and organizational citizenship behavior. Furthermore, the results show that the relationship between psychological empowerment and organizational citizenship behavior is strong when the job embeddedness is low. And the relationship between psychological empowerment and organizational citizenship behavior is low when the job embeddedness is strong. All hypotheses were supported. Finallythe theoretical significance and application value of this study were discussed. This study deepens the understanding on transformational leadership, psychological empowerment and organizational citizenship behavior.
