By using the Entropy Weight to give the weight to each indicator, this paper constructed the comprehensive Human All-Round Development evaluation system from six criterion layers which include Economic Development Environment, Social Development Environment, Eco-Environment, Human Capital Environment, Quality of Life and Quality of Population. Also, the status of Chinese Human All-Round Development during the 10th Five-Year Plan is evaluated and some suggestion is given accordingly. This paper sets up the human allround development evaluation indicator system based on the harmonious principles between human and nature, human and society, human and human, which reflect the Scientific Development Concept. It uses the Entropy Weight to reflect the difference between objective data of indicators and reflect the change of weight according to future data forecasting. The paper finally gives the policy-making suggestions for the human allround development in the 11th Five-Year and even longer period
