In the financial liberalization, Chinese bank trades have taken many measures. The influences of these policies on the bank's technical efficiency were researched empirically by using a panel data of selected 15 commercial banks during 1997～2004 and a grand frontier DEA and SFA models. The results indicate that the efficiencies of the state-owned and share-owned commercial banks have been increased by 7% and 4.80% respectively, and the state has enforced continuously the reforming policies to cultivate the state's bank competence in order to face the  challenge after bank market opening completely.
