This paper first discusses the concept and features of the effect of technological talent buildup, and then analyses the difference between Chinese and western cultures. It further studies the positive and negative impact of the difference between Chinese and western cultures on the effect of technological talent buildup. The article puts forward that through absorbing the essence of the western cultures we should fully utilize the positive effect of the Chinese traditional culture and avoid the negative one to enhance the effect of technological talent build-up.
